The California Department of Alcohol and Drug Programs reports that 1,768 people died in 2010 California traffic accidents that involved alcohol and / or drugs. More than 195,000 arrests were made that year against drivers violating California DUI laws. 77.6 percent of these drivers were men. In 2009, the average blood alcohol concentration (BAC) of drivers convicted of DUI in the state was 0.15 percent, which almost twice the legal limit. BAC levels as low as .02 percent can affect a driver's ability, reaction time, and judgment and will increase the risk of an accident. The likelihood of a traffic accident begins to rapidly increase at a BAC level of .05 percent and jumps radically from .08 percent and higher.
In California, drivers with a BAC of .15 percent or more were involved in more than half of all fatal traffic accidents in 2010. Mothers Against Drunk Drivers (MADD) has reported that close to half of all those drivers who die in traffic crashes who test positive for drugs in their system also are under the influence of alcohol. About a third of those drivers who are arrested or convicted of DUI are repeat offenders.
In a study conducted at Michigan State University, it was found that alcohol is metabolized at the rate of about one drink per hour for the average person and that no remedies, such as drinking coffee or exercise, will sober up someone who is intoxicated. Researchers in the study concluded that only the passage of time brings about sobriety.
