Experts Disagree about California Crime Rise

FBI statistics comparing California crime rates for the first six months of 2012 compared to the first six months of 2011 show an increase in 2012. FBI statistics revealed homicides up in major cities across the state by 7.6 percent. Auto thefts and burglaries rose by double digit percentages. Some experts, such as those at the Criminal Justice Legal Foundation, have asserted that the rising California crime rate is due to the recent realignment plan created by Governor Jerry Brown. Under the California Prison Realignment plan, state spending was cut and prison over-crowding reduced through early inmate releases.
The Center on Juvenile and Criminal Justice reported that in 40 of California's 69 largest cities violent crimes as well as property crimes rose, amounting to the largest increase in 20 years. The Center disagreed, however, that these crimes were the result of the realignment plan, saying that there was little connection with those areas who received the largest influx of realigned individuals and the rising crime rates. Differing with this group is a report from the Council of State Governments Justice Center that stated that 30 percent of new crimes in the Sacramento area were committed by individuals who were on probation or parole.
