A Wisconsin man wanted since 2003 for a probation violation connected to sexual assault on a child has been arrested in Portland by the U.S. Marshals Service. The man was arrested on April 22, 2013 as part of "Operation Guardian," a campaign to locate and arrest sex offenders who have failed to register with authorities in the states where they reside. The operation conducted by the federal agency has been ongoing for the last three years and has resulted in the arrests of 345 individuals. The Marshals Service worked with state and local authorities to identify a list of 444 people it sought as individuals dangerous to public safety. Besides the 345 arrested, the agency located another 82 offenders living outside of the country.
The Wisconsin man arrested in Portland is now in custody and will be extradited back to Wisconsin. Other offenders arrested in the operation include a man from Texas who had failed to register as a sex offender after being released from prison who also violated his probation with a weapons charge. Another man was arrested in Nevada who was wanted by Utah authorities due to a failure to register as a sex offender. The Utah man had been convicted in 2000 for sexually exploiting a minor. According to the National Center for Missing and Exploited Children, more than 700,000 convicted sex offenders live in the U.S. with more than 100,000 of them in violation of the law which requires them to register with state authorities.
