According to statistics published by the California Department of Motor Vehicles, 863 drivers out of every 100,000 were arrested for DUI in the state in 2007. Total DUI arrests numbered 203,866. DUI convictions in that year numbered 153,348 or 75 percent of those arrested. Among those convicted that year, 73.6 percent were first offenders. Key data here is the high percentage of convictions and the high percentage of first-time offenders.
In 2008, total DUI arrests rose to 214,811 with more than 80 percent of all arrests involving men. The DUI arrest rate for those under the age of 21 also increased 12.6 percent from 1998 to 2008. In 1990, a mandatory license suspension for DUI offenders was enacted in the state, which is known as the "admin per se" law. Under this regulation, 204,332 individuals lost their driving privileges in 2008; 76 percent were first-time DUI offenders.
