Mother and Daughter Jailed on Sexual Charges of Same Minor

Rachel Katherine Brock, 21, has been arrested for sexual misconduct of the same teenage boy that her mother, Susan Brock, 48, is also accused of sexually abusing, as reported by the Associated Press for Yahoo News in Phoenix, AZ.
Rachel Brock, the daughter of a county supervisor, is facing three counts of sexual misconduct with a minor and one count of transmitting obscene material.
Both mother and daughter are in the Maricopa County jail and denied bond. John Rock, Rachel Brock's acting attorney, argued that since there was no physical evidence linking Rachel to the charges she should be permitted bail. He claimed that the teen boy would have been questioned about other sexual abuse after Susan Brock's October arrest.
Maricopa County Supervisor Fulton Brock is Rachel's father and, until October, was married to her mother, Susan, for 28 years. The family made their home in the Phoenix suburb of Chandler.
Supervisor Brock is now seeking a divorce.
The boy, 14 at the time of the alleged abuse, has accused Rachel Brock, herself 18 at the time, with numerous sexual acts between February 2007 and August of 2008. He states that she sent him both nude photographs and videos of herself. He claims there was no sexual intercourse. Due his age her actions are classified under dangerous crimes against children.
Overlapping part of the time, Susan Brock met with the same boy for sexual activities from August of 2007 up to October of this year. She provided the boy with a cellular phone - which the police have now retrieved text messages from.
Sergeant Joe Favazzo believes that neither mother nor daughter knew that they were both engaging the same youth.
Favazzo said, "You have a situation where you have a mother who's abusing a juvenile victim, seemingly unknowingly to the daughter, or vice versa, and the daughter is also abusing the same victim. I just can't imagine a mother and daughter having this conversation, and the investigators say they don't have anything indicating the two of them knew about it."
The now 17 year-old boy has alleged to police that the abuse with Rachel Brock involved inappropriate touching while they traveled to California in 2007. A month later there was further sexual abuse in a vehicle, contact at the Brock's family home and another Brock property.
The teen stated that Susan Brock's abuse -two counts of child molestation and two counts of sexual contact with a minor - occurred when she picked him up from school, or home, and drove him to a secluded area for sexual trysts, but not for intercourse.
Supervisor Fulton Brock commented that he was more than just "shocked and devastated" by the latest turn in events involving his daughter. Brock said, "I have filed to divorce my wife. I cannot divorce my daughter; she is my blood. I will always be her dad. And she needs me now more than ever."
