Can they do that arrest someone- when they weren't the one breaking the law and do they have cause to actually get a warrant?

my friend lives in the city of buffalo and a detective from a suburban town (Amherst) came too her house in buffalo and told her to come to Amherst and turn her self in she ask what for they told her she was distracting a worker at a store in Amherst while her friend steal they said she wouldn't get arrested but the wanted her to get an appearance ticket if she don't turn herself in they will be back for a warrant for her arrest.. the Det. also told her she wasent the one stealing but they wanted to no who her friend was.. the DET. came to my friends house 3 weeks after she visited the store in Amherst.
