Medical Professional Convicted of $900,000 Fraud Scheme

Fraudulent Doctor Faces Years of Probation and Severe Fines
Perrysburg medical practitioner Dr. Stacey Royal, 44, was indicted for multiple counts of fraud and theft in November 2009, and was convicted along with an accomplice a year later.
Her scheme was reported in the 2010 Ohio Department of Insurance list released by Lieutenant Governor and Director of the DOI Mary Taylor. The release announced the five biggest insurance cases prosecuted in 2010, where it claimed the top spot for most expensive fraud case.
The Perrysburg doctor and her practice, Royal Treatment Urgent Medical Care, was charged with 11 separate incidents of inaccurate and improper billing, one count for each patient defrauded. The total amount billed in the 11 cases totaled to at least $900,000, said Wood County Assistant Prosecutor Melissa Freeman, who also claimed that there were other incidents still under investigation at the time of indictment.
Investigators Pursue Accomplice For Additional Crimes
In addition to the $900,000 in bogus insurance claims that Royal made, she was also slapped with a theft charge, which came from the $100,000 that she actually received from her activities. The scheme, which ran for five years, beginning in 2004 and ending with her indictment in 2009, relied upon false or exaggerated reports of services that were not ever actually rendered by the doctor, for which she nevertheless billed her patients.
Her accomplice, Christopher Davis, was found by investigators to have submitted several of her fake claims, and otherwise helping aid Royal in the plot.
Davis was sentenced to one year of probation and over $100,000 in fines for his part in the scheme. Royal has been ordered to complete a five-year probation sentence, and must pay $235,000 in restitution.
