There are two kinds of narcotics, legal narcotics are regulated by the FDA and are available through a doctor's prescription, and illegal narcotics are referred to as controlled substances and are banned by legal statutes. The production, possession and sale of illegal narcotics are against the law in all 50 states and committing any of the above crimes, has serious criminal consequences.
